The Rusizi District and Ruzizi III Energy Limited (REL), a special-purpose company established to develop, construct, and operate the 206 MW Ruzizi III Regional Hydropower Project (Project), are pleased to inform all persons whose lands and assets are affected by the Project that the signing of compensation agreements will officially commence on 20 July 2026.

The notice applies to all project-affected persons whose lands and assets were inventoried during the September 2025 land and asset inventory and valuation exercise undertaken by REL, and whose names appear on the list of project-affected persons published following the declaration of the cut-off date on 08 June 2026. Each project-affected person will be allowed to review the compensation agreement, confirm the recorded assets and compensation amount, and request clarification before signing.

Signing Schedule and Venues

The signing will be staged, commencing initially in Nzahaha Sector and then Bugarama Sector, Rusizi District.

The signing will begin in Nzahaha Sector on 20 July 2026, with REL stationed at Groupe Scolaire Ruhoko in Murya Cell to conduct the signing.

The signing in Bugarama Sector will be held at Groupe Scolaire St Paul. The starting date for Bugarama Sector will be communicated upon completion of the signing exercise in Nzahaha Sector.

Signing Arrangement

To ensure an orderly, efficient, and well-coordinated process, REL will contact each project-affected person at least three days before their scheduled signing date. This arrangement is intended to facilitate proper planning, reduce waiting time, and ensure that all required documents are available before the signing.

Only persons who have been contacted and given an appointment should report to the signing venue on their allocated date. A project-affected person who has not yet been contacted should not be concerned, as appointments will be scheduled as progress.

Required Attendance Document

All project-affected persons are kindly reminded of the following requirements:

    • For legally married households, both spouses (husband and wife) must be present during the signing of the compensation agreement forms.
    • Each person attending the signing must present required identification and supporting documents, including:

      National Identity Cards
      Marriage or widow certificates (as applicable)
      The certificate of being single
      Land titles and other documents, as necessary

The Rusizi District and Project continue to support project-affected persons whose land titles are still
being processed to facilitate the timely completion of the compensation process.

Compensation Payments

Compensation payments will be processed following the signing of the compensation agreements by all project affected persons.

Ruzizi III Energy Limited (REL) is a special purpose vehicle that has been established and registered in Rwanda to develop the Ruzizi III Regional Hydroelectric project (Project). It is a key development project and will be one of the largest infrastructure projects in the region comprising Rwanda, Burundi, and eastern DR Congo. It is the first privately financed project in sub-Saharan Africa that will utilise a common regional water resource to generate power that will be shared equally between three countries.
