Rusizi District and Ruzizi III Energy Limited (REL), a special-purpose company established to develop, construct, and operate the 206 MW Ruzizi III Regional Hydropower Project (Project), are pleased to declare the cut-off date and the forthcoming publication of the list of persons identified for compensation in relation to land acquisition for the Ruzizi III Regional Hydropower Project activities on the Rwanda side.

This process follows the land acquisition activities undertaken for the Project, including the land and asset inventory and valuation conducted from June to September 2025 in accordance with applicable Rwandan law, the Project Resettlement Action Plan, and applicable international standards.

Cut-off Date Declaration

The Rusizi District and REL hereby declare the cut-off date for eligibility for compensation and resettlement assistance. The cut-off date is set as 8 June 2026, marking the official close of the eligibility window:

  • Only Project Affected Persons (PAPs) identified and recorded during the re-evaluation and census process before the cut-off date will be eligible.
  • Any grievances submitted regarding omissions or inconsistencies related to the inventoried land and assets through the established Grievance Redress Mechanism (GRM) channels mentioned below will be reviewed and assessed through the relevant process.
  • The PAP shall not develop any other long-term activities on the land after this date. Otherwise, such activities shall not be compensable during expropriation.

In line with that, this ensures a fair and transparent compensation process for all PAPs.

Information Disclosure

The date for publishing the list of PAPs to be compensated will be communicated after the meeting with all PAPs. The Lists will be available at the following locations:

  • Headquarters of Murya Cell in Nzahaha Sector and Pera and Nyange Cells in Bugarama Sector
  • Headquarters of the Nzahaha and Bugarama Sectors
  • Rusizi District Headquarters 

Feedback and Grievances

REL encourages all affected persons and stakeholders to review the published list of PAPs and submit any questions, feedback, or grievances through the following channels:

  • REL staff based in Nyange Cell, Bugarama Sector
  • Suggestion boxes placed at the Headquarters of Murya Cell, Nyange Cell, Bugarama Sector, and Nzahaha Sector

Ruzizi III Energy Limited (REL) is a special purpose vehicle that has been established and registered in Rwanda to develop the Ruzizi III Regional Hydroelectric project (Project). It is a key development project and will be one of the largest infrastructure projects in the region comprising Rwanda, Burundi, and eastern DR Congo. It is the first privately financed project in sub-Saharan Africa that will utilise a common regional water resource to generate power that will be shared equally between three countries.
